Development Boards are hardware platforms which provides the basic parts to run an operating system on it (in this case primarily Android).

It doesn’t provide a screen or even a case it’s just the blank board.

You don’t have to use a Development Board for ‘development’, there are several things they could be useful for.  Use it as a cheap PC for example a TV media player to watch movies on your big screen. I even thought about using it as a small web/file server just for fun.
